CONSTRUCTION MANAGER I – Full Time Year Round

We are looking for an organized and communicative professional to join our Engineering Team as a Construction Manager I. This will be the most junior role on the Engineering Team and will have lots of opportunity to learn from experienced construction and engineering professionals, while having opportunities to take on their own projects. The ideal candidate for this role has excellent organization and documentation skills, good decision making skills, and can work independently but still be able to ask for advice and help when needed.

The Day to Day:

·        CAPITAL IMPROVEMENT PROJECT MANAGEMENT: The Construction Manager I will be involved in all stages of CIP implementation including: generation of projects, scoping, planning, design, permitting, bidding, construction, contract administration, testing and startup, and close out. Generally, the Construction Manager I will be asked to manage smaller and less complex projects in the Capital Improvements Program and/or support other Engineering Department project managers as needed.  In addition to District capital projects, the Construction Manager I may coordinate with outside land developers for the construction of Major Facilities (e.g. tanks, pump stations, etc.) on behalf of the District.

·        SUPPORT: The Construction Manager I will support operations department managers and supervisors (e.g. water, wastewater, and field operations), and other project managers in the Engineering Department by facilitating budget requests, scoping and scheduling of Capital Improvements Projects, with the goal of representing the best interests of the operations division for scoping the project. The Construction Manager I is expected to work collaboratively with other Engineers and Construction Managers and may be asked to assist on the management of larger projects, and may work alongside other project managers or contracted project managers.

·        SCHEDULING, COORDINATION, AND COMMUNICATION: Creates a project implementation schedule that includes planning, permitting, bidding and construction phases, and keeps it up-to-date and available to all team members throughout the project. The Construction Manager I will maintain adherence to scope, schedule, and budget. The Construction Manager I will work cooperatively with contractors to foresee potential risks and liabilities, change orders and delays and resolve to the District’s benefit.

·        ADMINISTRATION: The Construction Manager I is responsible for contracting with various consultants (e.g. design, permitting, surveying, etc.) at the appropriate project milestone and administering those contracts throughout the project duration.  The Construction Manager I will also be responsible for coordination with other entities such as municipalities, permitting authorities, government entities, regulatory agencies, and other utility companies during design and construction. Once the design of a project is complete, the Construction Manager I will be responsible for overseeing bidding, contracting, contract administration, coordination of project timelines, schedules, and budgets with the contractor, consultants and engineers, reviewing and recommending payment of contractor pay applications, coordination with plant supervisors, property owners and regulatory agencies, quality control and field verification inspections and project close out duties.  Job duties will also include: coordination of District interests with town, county, and state agencies, contractors, architects, engineers and other service providers.  The Construction Manager I will be responsible for documentation of all construction management aspects of CIP projects managed and will provide project metrics and reports to the Engineering Supervisor, Manager and Board of Directors as requested.

·        THE BIG PICTURE: Collaborate with Operations Managers and Supervisors to champion continuous improvement in project management processes and procedures aimed at reducing District risk and increasing capital investment value. Support the Operations Divisions in realizing capital improvement goals.

 

QUALIFICATIONS:

·        Bachelor's or Associate’s degree in construction management, engineering, or related field; and two years related experience and/or training; or equivalent combination of education and experience. 

·        Experience in the implementation of infrastructure or similar projects required.

·        Knowledge of design drawing, project manual, and specification preparation processes required.

·        Knowledge of public bidding processes and statutory requirements preferred.

·        Able to read and interpret contract documents, construction drawings, and specifications

·        Effective communication with internal and external stakeholders

·        Effective leadership of project team

·        Able to manage multiple projects concurrently

·        Able to read and interpret critical path method (CPM) construction schedules

·        Proficient with Microsoft Outlook, Word, Project, Excel, Powerpoint, Project, etc.

·        Proficient with basic construction best practices

·        Knowledge of basic construction site safety procedures

·        Able to effectively document communications, correspondence, and field observations using photographic and written methods

·        Ability to read, analyze, and interpret construction plans and specifications and professional service contracts. 

·        Ability to respond effectively and represent the district in common inquiries or complaints from customers, regulatory agencies, or members of the business community.

·        Ability to effectively communicate (written and verbal) with contractors, engineers, and internal operations staff in a professional manner. 

·        Technical writing skills, including ability to document contract progress and address  submittals, RFIs, field directives, change order requests and negotiations. 

·        Must be able and willing to work outdoors on job sites in variable weather conditions.

·        Must possess a valid Colorado Driver's license within 30 days of full time employment and be insurable under District's standards. 

·        Must obtain CPR/First Aid Certification within the first six (6) months of employment.

·        Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties

 

All District employees must submit to a pre-employment drug screen and extensive background check.

Pay Range for this role is $27.30 - $40.94. Starting pay rate depends on qualifications.
