The Oregon Health Authority (OHA), External Relations Division (ERD) in Portland and Salem, OR is seeking a Public Affairs Analyst to support the (ERD) management team which includes OHA's Chief of Staff, Communications Director, and Government Relations Director. ERD strives to enhance communications to audiences both inside and outside the agency. OHA stakeholders include Oregon legislators, Oregon Health Plan providers and members, advocates and community partners, local and federal government, public health, members of the media, OHA employees and all Oregonians and their families. ERD values transparency, accuracy and engagement.

What will you do?
As the Public Affairs Analyst, you will ensure the appropriate project management and coordination of communications issues, legislative tracking, stakeholder engagement and strategy implementation. The External Relations Division helps to ensure correct, consistent and timely communication on behalf of the Oregon Health Authority with the legislature, external stakeholders, media outlets, the public, and other state agencies. This division also coordinates responses and bill implementation among the six other divisions of OHA.

MINIMUM QUALIFICATIONS
A Bachelor's Degree in Public Health, Business or Public Administration or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Knowledge of best practices in community engagement
  • Demonstrated experience working on public policy issues and/or in a public agency
  • Exceptional project management and problem-solving skills
  • Skills, knowledge and experience in communications and plan development, approaches, tools and techniques
  • Excellent public speaking skills
  • Excellent writing skills and the ability to write independently
  • Excellent copy-editing skills, including knowledge of AP style
  • Ability to work collaboratively in a team setting
  • Excellent customer service and overall communications skills
  • Ability to demonstrate initiative and independent judgment on an on-going basis
  • Ability to maintain confidentiality of agency records
  • Ability to learn agency programs, operations, policies and procedures
  • Ability to coordinate work activities with competing deadlines
