The Idaho State Department of Agriculture is currently recruiting for a Financial Specialist, Sr. in the Administration Division located in the Boise office.

General Information:  
  • Incumbent uses their professional background to develop grant budgets and grant financial statements, develop and maintain accounting systems, prepare complex financial documents, plan and review financial operations, and handle difficult or sensitive financial matters
  • Incumbent will analyze technical financial problems and provide professional assistance and advice concerning their solutions
  • This position requires a strong background in analyzing, researching, and maintaining financial data, developing financial documents, resolving system problems, and handling day-to-day accounting issues

Example of Duties
Key Responsibilities:
  • Audit financial data for completeness and compliance with federal and state laws and regulations
  • Locate and correct irregularities in accounting records
  • Determine compliance with accounting principles and standards, laws, regulations, policies, and procedures
  • Prepare ad hoc reports regarding grant expenditures-to-date and grant budget forecasting
  • Respond to day-to-day operational questions regarding fiscal information
  • Analyze the effectiveness of existing procedures and suggest improvements
  • Perform financial analysis
  • Research and analyze data for accuracy, trends, and variances
  • Liaison with other agency staff and administrators, grantor agency staff, and sub-grantees
  • Ensure compliance with federal and state policies, laws, and regulations
  • Develop and prepare complex financial documents such as grant budgets, cost analysis, audit reports, and audit work papers
  • Utilize current information technology to query, analyze, research, and maintain financial data, develop financial documents, and resolve problems
  • Create and develop enforcement of internal controls on internal accounting and software packages

Minimum Qualifications
These qualifications are mandatory requirements
  • Good knowledge of accounting principles and practices
  • Experience:
  • developing and preparing financial documents
  • using a personal computer to develop, analyze, and report on financial data
  • analyzing financial activities and recommending management action
 
Supplemental Information
Desirable Areas: These qualifications are not required; however, if you have the related background it may increase your score
  • Experience researching and analyzing financial documents to ensure compliance with federal and state laws, regulations, and accounting principles
  • Experience conducting meetings to discuss financial related issues that have potential to be controversial, adversarial, or confidential in nature

Temporary appointment from this announcement, serving at least one thousand forty (1, 040) hours of continuous service, may be hired as an entrance probationary employee without further examination for the same classification and location as announced
