The Idaho State Department of Agriculture is recruiting for a Food Safety Modernization Act (FSMA) Agriculture Program Manager with the skills and experience to develop and implement a regulatory program that is focused on, and aligned with, the federal FSMA Produce Safety Rule. The program is intended to help the state's farmers understand and successfully meet the requirements of the rule by the safe production of fresh fruits and vegetables, ultimately protecting public health.

The FSMA Program is responsible for involving cooperators, food safety experts, and industry stakeholders in developing an assessment and plan for an education, outreach, and regulatory program for the Produce Safety Rule. This position will require travel.

Example of Duties
Key Responsibilities:
  • Program management responsibility for all phases of the FSMA program including decision-making authority which requires a wide variety of program/project responsibilities which may include: development of program plans, policies, procedures, and strategies to accomplish plans; program evaluation; staff work assignments; performance evaluations; policy communication; negotiation; contract compliance; and legal case preparation.
  • Develop a multi-year strategic plan for the FSMA regulatory program, monitor the implementation of the strategic plan, and evaluate and revise the plan as needed.
  • Develop and adhere to the program budget.
  • Monitor contract requirements and grant activities.
  • Track accomplishments and ensure accountability to meet all of the requirements of the FDA Cooperative Agreement including timelines, reports, and budget.
  • Assist in the involvement of cooperators, food safety experts, and industry stakeholders in developing an assessment and plan for education, outreach, and technical assistance for the regulated community.
  • Build networks with industry experts and stakeholders through meetings and information gathering to introduce awareness of the FSMA rules and requirements and create an atmosphere of shared knowledge, trust, and collaboration between the regulators and the regulated community.
  • Provide training, educational outreach, presentations, and technical assistance to staff, interest groups, legislators and the general public.
  • Write technical reports, letters, and memorandums of understandings (MOUs).
  • Review plans and specifications for covered produce.
  • Review laws, regulations, policies and procedures for compliance.
  • Represent the department at meetings.
  • Prepare rules for promulgation and provide legislative testimony.
  • This position may conduct investigations and supervise staff.
  • Other duties as assigned. 
  • A cell phone with an Idaho area code, furnished by the employee, is required for this position and is eligible for reimbursement under the Cell Phone Reimbursement policy.

Minimum Qualifications
This qualification is a mandatory requirement.
  • Some knowledge of management practices. 
Specialty Area: These qualifications are mandatory requirements.
  • A valid driver's license.
  • Experience reviewing laws, regulations, policies and/or procedures for compliance or explaining to others how they apply to specific situations.
  • Good knowledge of agricultural practices and their impact on human health and food safety.
  • Some knowledge of sanitation and safe food handling practices.
  • Willing and able to achieve and maintain FDA credentials.
  • Experience with writing technical reports or letters.

Supplemental Information
Desirable Areas: These qualifications are not required; however, if you have the related background it may increase your score.
  • Bachelor's degree in health science, agriculture, biology, or a related field.
  • Public health experience to include inspection of facilities and enforcing ordinances, rules, and statutes.
  • Development and implementation of new programs based upon new laws and rules (state and federal).
