Program Analyst

The Office of Electricity (OE) leads the Department of Energy’s (DOE) efforts to ensure a resilient, reliable, and flexible electricity system. OE accomplishes this mission through research, partnerships, facilitation, modeling, and analytics. This Office reports to the Office of the Under Secretary for Energy. The Deputy Assistant Secretary for the Advanced Grid Research and Development (AG R&D) Division reports to the Assistant Secretary for OE. Learn more about OE at https://www.energy.gov/oe.

The Advanced Grid R&D division is responsible for leading the national effort to develop the “next generation” of technologies, tools, and techniques for the reliable and affordable delivery of electricity in the United States. The Division manages programs related to modernizing the nation’s power grid, including but not limited to energy storage, electric grid modeling and analytics, sensor technologies, communications and control systems, and advanced materials. 

A successful candidate will serve in an intermediate trainee developmental level with assignments consisting of specific, often unrelated, tasks that are selected to orient employees in the practical application of theory and basic principles. This is a developmental position with promotion potential to GS-0343-09. At the lower levels, the selectee will perform developmental assignments under closer supervision than that required at the full performance level of GS-09. Assignments become progressively more difficult until the next performance level is reached.

Evaluate and conduct studies of cutting edge electricity technology research portfolio, identify opportunities, review policies and market conditions, and make recommendations for portfolio enhancement; review reports and studies to ensure that DOE and OE abide with appropriate rules and regulations; assist in project site visits, strategic planning, directives development, and design development, documentation, and implementation of various reporting systems.
Perform data collection and apply a variety of analytical tools and visual techniques to the assessment and evaluation of OE program effectiveness; develop innovative visualizations, animations, or other rich media; organize a range of administrative activities which may include tracking of substantive administrative or technical reports, coordination and assembly of documents for special projects, processing of regulatory filings, or ensuring that requirements for the handling of information in the Office are met.

Devise nontechnical and general correspondence and status reports and draft briefing papers and reports for senior DOE and OE officials; collaborate with senior staff by maintaining databases and uploading materials for record keeping; generate documents utilizing office automation software and collaboration platforms, verify that documentation is in the proper format, ensure correct spelling, punctuation, capitalizations, and grammar; and sustain effective communications and working relationships with program stakeholders and other project managers.
