Property Manager

The Boulder County Housing & Human Services, Housing Division is hiring a Property Manager. The property manager is a specialized classification that performs complex property management and leasing coordination duties requiring a high degree of independent judgment and minimal supervision.

This position will oversee approximately 150 units located in the BCHA portfolio. The properties in this portfolio include oversight of both affordable & Low Income Housing Tax Credit properties as well as subsidized properties with Rural Development and Multi-Family assistance. In addition to the functions of the property management position, the property manager will collaborate with the case managers, internal division staff and safety net community partners, relevant to the resident's case to ensure seamless and coordinated wrap-around services, with the goal of creating healthy communities.

We are looking for a dynamic individual who is compassionate and collaborative. This is a fast-paced working environment, which requires both attention to detail and the ability to see the bigger picture. The ability work independently and in a group setting will be important. Candidates will excellent communication are desired. 

This is a full-time, benefited position with Boulder County. Work hours are Monday through Friday, from 8:00 am to 4:30 pm. Under FLSA guidelines, this position is non-exempt.

Hiring salary range: $43,608 to $62,832 
Classification salary range: $43,608 to $62,832


 
Examples of Duties
  1. Screens tenants for eligibility, in accordance with applicable governmental rules and regulations
  2. Markets and shows rental units to prospective tenants
  3. Assures units and residences are maintained and ready for rent in a timely manner for occupancy
  4. Obtains lease signatures and rental deposits, follows up with tenants to ensure rent is paid in a timely manner
  5. Conducts annual, move in and move out inspections of units, and assists in determining maintenance and capital improvement needs
  6. Conducts annual & interim recertification in accordance with applicable rules and regulations
  7. Promptly responds to needs of tenants, and resolves issues quickly and conducts regular resident meetings
  8. Makes appropriate referrals to other programs, public benefits and resources, as needed
  9. Coordinate with case management and other program staff to help tenants remain stably housed and reach self-sufficiency
  10. Maintain accurate client records in a variety of data systems
  11. Perform related duties, as required
  12. May be reassigned during emergency situations
Required Qualifications

EDUCATION:
  • A high school diploma, or equivalent

EXPERIENCE:
  • Four years of experience working with the public and providing familiarity with public assistance programs including one year as an Eligibility Technician or Property Manager
Any equivalent combination of education and experience may be considered

BACKGROUND INVESTIGATION:
  • A job offer is contingent on passing a criminal background check

DRIVER'S LICENSE:
  • Employee must have a valid driver's license

VEHICLE:
  • Employee must have reliable transportation that is readily available for county business (approved mileage will be reimbursed)

 
Supplemental Information

PREFERRED QUALIFICATIONS:
  • Bilingual in English and Spanish
  • Experience working with low-income families and individuals
  • Knowledge of tax credits regulations, Section 8 vouchers, and local human service community resources
  • Referral linkage experience

KNOWLEDGE, SKILLS, & ABILITIES:
  • Working knowledge of public assistance programs and other community agencies that provide assistance to clients
  • Skill in communicating verbally and in writing
  • Skill in interviewing
  • Ability to work effectively with other employees, difficult clients, and the public
