Planning & Evaluation Supervisor

POSITION SUMMARY
Supervises data team and oversees all aspects of program / client data management and reporting. Works closely with program(s) and fiscal supervisor on program design, research and evaluation, data integrity, reporting, oversight of data. Serves as primary point of contact/ liaison for IT and related departmental computer information systems needs within a major, complex state and federally funded employment and training program.

 Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show four (4) years of full-time experience in Planning, Public Administration, Business Administration or a related field. Two years of this experience must be in supervising or directing the work of others.(Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Planning, Public Administration, Business Administration or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

POSITION DUTIES
  • Manages all aspects of program data collection, verification and reporting within numerous internal and external databases.
  • Supervises and directs the identification of employment and training program options by collecting and analyzing forecasting information (e.g. labor market data, public and private sector personnel, etc.).
  • Designs the procedures and coordinates staff activity for the evaluation of program options utilizing appropriate methodologies (e.g. surveys, analyzing statistical data, etc.).
  • Responds to all State/Federal requests, providing accurate and detailed program performance reporting information in a timely manner.
  • Supervises and directs work of assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.
  • Works closely with, and supervises program Data Specialist and Data Unit to ensure accurate document collection, verification and reporting.
  • Develops a system of immediate and long range programmatic goals which integrate viable program options with participant and financial availability projections.
  • Designs procedures for and develops linkages with other governmental bodies, local service delivery agencies and the private and public sector; coordinates staff implementation of the linkages.
  • Works to improve the design and evaluation of program processes and outcomes including technological needs planning.
  • Coordinates with Department Supervisor and Innovation and Performance department the deployment of computer hardware, software, and network resources.
  • Prepares and presents oral, graphic, and written (performance and data) reports including plans for state and federally funded programs.
  • Prepares and supervises the preparation of state and federally required reports (e.g. master plan, annual plan, etc.); drafts legislation, correspondence, etc. as requested or required.
  • Plans, develops, directs, coordinates, organizes and controls the materials, equipment, and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy to ensure fair and standardized treatment of employees. 
  • Performs activities and functions of related lower-level personnel as assigned or required.
  • Responds to supervisor's requests and assignments, as well as requests from city, state, federal, and other entities. 
  • Evaluates existing and potential systems, processes, and providers.
  • Recommends and implements new initiatives and processes regarding city, state, and federal program designs.
  • Oversees database applications for internal and external needs.
  • Writes, distributes, and issues Requests for Proposals (RFP's); coordinates, evaluates, and selects responses to RFP's; researches, identifies, and responds to external RFP's for funding.
  • Addresses the efficiency and effectiveness through process and technology.
  • Conducts research and evaluation on employment and training issues.
  • Identifies public and private sector program funding sources.
  • Supervises the retention of applications, eligibility, and paperwork.
  • Works closely with Innovation and Performance web team to update and manage Partnership website information and content.
  • Provides assistance to Community Based organizations, Neighborhood Employment Centers, proprietary schools, and other service providers as necessary.
  • Attends meetings with all contracted entities, State representatives and partnering agencies on a regular and as needed basis.
  • Participates in any required trainings, workshops, program meetings and conferences to enhance departmental and program processes and functions.
