Communications Analyst (GS 11 Equivalent)

Summary Statement
USAID’s Office of Maternal and Child Health and Nutrition, within the Bureau for Global Health (GH/MCHN), works on behalf of the U.S. Government to ensure that mothers and children around the world have access to quality basic health care and nutritious foods. MCHN is at the forefront of USAID’s efforts to save women and children. MCHN comprises four divisions: Maternal and Newborn Health, Child Health and Immunization, Nutrition and Environmental Health, and Research and Policy. The Office focuses on 25 priority countries around the world. MCHN provides overarching policy direction and works closely with USAID Missions to guide USAID’s annual investments in maternal and child health and nutrition.
The Communications Analyst supports the MCHN’s Front Office, working with the MCHN Communications Team. The MCHN Office Deputy Director will be the point of contact for this position, and the position will receive day-to-day technical directions from the Senior Communication Advisor for MCHN. The MCHN Communications Team works to elevate understanding and awareness of USAID’s work in maternal and child health and nutrition. Along with the other two members of the Communications team, the Communications Analyst will work to ensure high-quality and consistent strategic communications from MCHN. S/he will bring new ideas for successful communications campaigns and will help increase and improve the way in which MCHN tells its story. 

Job Requirements
The Communications Analyst will provide communications support for two divisions within the Office and support the Senior Communications Advisor on a number of topics, including maternal health, newborn and child health, and immunization. In that capacity, s/he is tasked with maintaining a working knowledge of the successes of USAID’s MCHN efforts through the Agency’s country offices, implementing partners, and projects. S/he proactively seeks out and recommends opportunities to promote USAID’s programs and successes to key audiences and stakeholders, including the media, USAID partners, and a Congressional audience. S/he develops working relationships with implementing partners, and partners so as to maintain and elevate USAID’s visibility in the relevant topics.
The Communications Analyst will help represent MCHN on the Global Health Bureau Communications Team, which consists of communicators from other technical offices within the Bureau. 
The Communications Analyst ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID policies, technical work, and LPA and MCHN communication needs.

Essential Duties and Responsibilities:
  • Recommend strategic communications around specific MCHN topics
  • Maintain ongoing strategic communications and relevant updated messaging structured by audience.
  • Initiate and maintain USAID’s presence and voice in global MCHN dialogues in support of agency priorities.
  • Liaise with Global Health Bureau technical staff to maintain up-to-date working knowledge of MCHN-relevant work at the Bureau, implementing partner, and country office levels.
  • Document program activities and accomplishments and collect success stories.
  • Contribute to overall communications activities for MCHN
  • Develop and contribute to suite of communications materials for MCHN, supporting two specific divisions within the MCHN Office.
  • Support advocacy days and communications pushes for topics across MCHN.
  • Contribute to editorial calendar of all advocacy and communications opportunities.
  • Contribute to overall messaging for maternal and child survival to ensure regular updates and inclusion of all work streams within MCHN.
  • Contribute to materials for senior staff and political appointees as requested by the Senior Communications Advisor for MCHN.
  • Lead digital presence of approved materials and messages
  • Draft text including, but not limited to, web pages, fact sheets, one pagers, blogs, issue briefs, and success stories for usaid.gov.
  • Work to post and maintain approved content on usaid.gov.
  • Work to develop simple graphics for social media with access to an external contractor for more sophisticated design requests.
  • Utilize Global Health Bureau’s social media accounts to ensure regular promotion of approved content and play a key organizational role around events and global advocacy days.
  • Prepare regular digital newsletters and digital postcards to be sent to external outreach list of 90,000 subscribers.
  • Work with other communications specialists across the Bureau to support MCHN’s and GH’s presence on social media and, when relevant, provide guidance to others on new and emerging trends and best practices, as part of a Bureau-wide social media working group.
  • Liaise with projects, implementing partners, and partnerships on integrated communications to maximize collective impact
  • Act as technical advisor for communications for major projects and partnerships.
  • Participate in communications working groups for partnerships and around advocacy days.
  • Work with technical staff to prepare reports and briefs with a focus on supporting two technical divisions within the MCHN Office
  • Develop and implement distribution plan for reports, including web presence, digital and traditional media, and partner engagement.
  • Support USAID’s engagement in relevant external events including international conferences and local Congressional events.
  • Develop event-specific traditional and digital media strategies and work with partners and LPA to execute and ensure USAID’s staff and goals are appropriately represented.
  • Draft speeches, briefers, press releases, and pitches around events.
  • Suggest high-level representation from USAID and partners and provide on-the-ground staff support.
  • Attend regular Communications Team meetings and ensure working relationships with communications persons from other offices and bureaus.
  • Support branding compliance and answer questions regarding implementation.
  • Review materials produced within MCHN for external distribution.
  • Other duties as assigned.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.

Minimum Qualification Requirements
  • Minimum of Master’s degree and 3 years professional experience or Bachelor’s and 5 years or more of relevant experience in public health, public policy, infectious disease, business or related discipline;
  • At least 3 years of professional experience with one or more public health technical disciplines (such as, Maternal & Child Health, Nutrition, HIV/AIDS and Infectious Disease, etc.); job duties/responsibilities generally related to PD requirements.
  • Requires proficiency in the use of Microsoft Office, and skills in Adobe Photoshop and InDesign are desirable but not required.
  • Oral and written communications skills and the ability to read, analyze, and interpret technical public health materials. Ability to effectively present information and respond to questions from senior staff, political appointees, media, and the general public. 
  • Past experience developing web content, fact sheets and other communication materials desired.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • U.S. Citizenship or US Permanent Residency with the ability to obtain and maintain at minimum a facility access clearance is required.
