The Actuary III, Cost Lead is a leadership position that guides the HHSC Forecasting Department in Acute care, Long-Term Services and Supports (LTSS), Vendor Drugs and/or Managed Care and Premiums within the Texas Medicaid program. The Cost Lead is responsible for forecasts and analyses within but not limited to these critical areas. The Cost Lead works as coordinator with caseload, LTSS entitlement, LTSS waivers, and managed care forecasters, providing advanced methodological guidance and another set of eyes on the big picture of Medicaid caseload/spending forecasts as the complexity and long reaching impact of the Medicaid program increases. The Cost Lead is also responsible for coordinating scenarios and fiscal analyses executed during and or prior to the legislative sessions that involve Medicaid client services programs, as well as reporting to the Legislative Budget Board. The Cost Lead reports to the Forecasting Cost and LTSS Director, with limited supervision, and has considerable latitude for the use of initiative and independent judgment.

Using Autobox, SAS or other forecasting software, such as MS Excel, the Actuary III Cost Lead develops and oversees development of complex statistical models, such as time series models, to forecast Medicaid programs. The Cost Lead evaluates the performance of these models under minimal direction from the Cost and LTSS Director (25%). The Cost Lead provides reports to management, the Legislative Budget Board, and others, on a monthly or quarterly basis on the performance of models and trends seen in the data (5%). The successful candidate also performs ad-hoc queries, and runs simulations and fiscal analyses for new drugs, or new carve-ins to managed care (LTSS) on request (35%). This position also provides flow and structure analyses for Community First Choice, Dual Demonstration, and other LTSS programs (15%). As a team lead, the Actuary III mentors and leads the work of other team members pertaining to the functions listed (15%). Other duties as assigned (5%).
