Group Director - Fiscal Affairs

ABOUT NCSL: 
The National Conference of State Legislatures (NCSL) is the nation’s pre-eminent bipartisan membership organization for state legislators, legislative staff and other intergovernmental groups in the 50 states, commonwealths and territories and has been since 1975. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. Our mission is to improve the quality and effectiveness of state legislatures; promote policy innovation and communication among state legislatures; and ensure state legislatures a strong, cohesive voice in the federal system. While NCSL is bi-partisan in nature, all NCSL staff work is strictly non-partisan.
 
GENERAL DESCRIPTION: 
NCSL is seeking and individual to direct and lead the Fiscal Affairs program in the Denver office. NCSL’s Fiscal Affairs program conducts policy research and provides support on many state fiscal issues such as expenditure and tax policy, consumer protection issues, banking and insurance, budget process, state gaming, labor and wage issues, and many other topics. The Group Director is responsible for administering and directing all program activities and personnel, overseeing the program budget, establishing program priorities, and specifying and ensuring the quality of the work. The Group Director must have expertise in a range of fiscal policy issues important to the states. A significant role of the Group Director is to ensure the quality of all program work and maintaining national visibility for the program as component of NCSL. In addition, the Group Director may co-staff and provide support for NCSL’s national committee that deals with Budgets and Revenues in collaboration with other NCSL staff.
 
RESPONSIBILITIES AND DUTIES:
 
  1. Supervises, plans, assigns, oversees and reviews the work of program staff involved in multiple projects or activities. Makes recommendations for personnel actions (e.g., hiring, salary, evaluations, promotions, dismissal). 
  2. Maintains an extensive network of legislative, academic, foundation, private sector, and interest group relationships with personal contacts at the highest level.
  3. Establishes program priorities, develops budgets, allocates resources, and assigns staff to carry out program activities.
  4. Advises senior management on programmatic and administrative matters.
  5. Establishes and defines standards of quality in program activities and products and ensures that all standards, deadlines, and contract specifications are met.
  6. Possesses significant knowledge of state fiscal policies and is expected to be an expert on at least one of these issues. Independently anticipates and interprets emerging fiscal policy issues and assigns research, technical assistance or other appropriate program efforts in response.
  7. Manages, delegates or personally handles a wide range of policy research and writing tasks and reviews, edits, and critiques the substance and quality of publications and web documents produced by subordinate staff.
  8. Manages, delegates or personally handles the planning and implementation of complex meetings and technical assistance efforts, sometimes requiring sensitive political judgments, a high degree of responsiveness to constituents, and an understanding of NCSL.
 
SUPERVISORY RESPONSIBILITIES:
This position has direct supervisory responsibilities of approximately 7 staff members.
 
WORK ENVIRONMENT: 
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, copy machines, scanners and smartphones.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit; stand; walk; open filing cabinets; bend; stoop; use hands to finger, handle or feel; and reach with hands and arms. The employee may need to lift and carry objects up to 50 lbs. Requires the ability to travel locally, regionally and nationally, including overnight and weekends.

QUALIFICATIONS:
Experience and Education
  • Bachelor's degree plus 10 years of relevant and progressive work experience, such as state policy or legislative experience, professional experience in the state fiscal policy arena, state fiscal policy research experience, supervisory experience, and management experience directing and allocating personnel and budgets in multiple projects or activities.
  • Post-baccalaureate education is preferred and up to three years of graduate education may be substituted for some of the required work experience.
 
Knowledge, Skills and Abilities:
  • Excellence in personnel supervision and budget/project management.
  • Substantial knowledge and expertise in state fiscal related policy.
  • Substantial knowledge and understanding of state legislatures as well as excellence in working with legislators and legislative staff. 
  • Exceptional writing, public speaking, research, analytic and organizational skills.
  • Skill and competence in managing multiple projects in a diverse environment.
  • Able to maintain confidentiality and handle politically sensitive work.
