Deputy Commissioner, Correction Intelligence Bureau - Job ID: 422818

The New York City Department of Correction seeks an experienced candidate to serve as the Deputy Commissioner for the Correction Intelligence Bureau (CIB). Under executive direction of the Commissioner, with wide latitude to exercise independent judgment and initiative, the Deputy Commissioner will be responsible for the achievement of agency priorities related to safety and the reduction of institutional violence through the development and oversight of effective strategies to develop intelligence for the detection, prevention, investigation and prosecution of criminal activity by persons in custody within the Department of Correction facilities, including but not limited to gang violence. The incumbent is responsible for managing the day-to-day expectations on oversight of the CIB investigative staff, the arrest/re-arrest and prosecution of incarcerated individuals responsible for criminal incidents, and work with the DA’s office in providing tangible evidence to advance criminal prosecution. He/she oversees the CIB’s Fusion Center, a critical forum for interagency information-sharing and collaboration that enhances the Department’s intelligence operations, improves coordination for criminal prosecutions and further enhances public safety within the City of New York.

The Deputy Commissioner is also responsible for establishing adequate performance accountability metrics for the CIB that address objectives, priorities and benchmarks consistent with departmental goals. The incumbent is expected to propose new procedures based on outcomes – develop guidelines and implement new or revised policies, procedures and protocols where necessary – and measure and monitor the effectiveness of all performance objectives.

It is the objective of the Deputy Commissioner to maximize the CIB’s development of criminal intelligence through staff training including, but not limited to, the areas of: (1) enhanced analysis, (2) confidential informants, (3) investigations, (4) case management and tracking, (5) incarcerated individual apprehension and re-arrest, (6) electronic surveillance and (7) crime scene preservation. The incumbent is responsible for ensuring effective and efficient intelligence operations and the optimal application of correctional best practices by the CIB staff. The incumbent will also perform related duties as assigned by the Commissioner.


Minimum Requirements
1. A baccalaureate degree from an accredited college, and four years of satisfactory full-time experience in the field of investigations, auditing, law enforcement, criminal justice, or in a major operational area of the agency in which the appointment is to be made, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity as described in "1" above.

Preferred Skills
• Through knowledge of criminal justice and intelligence gathering; proven investigative managerial ability is a plus;
• At least fifteen (15) or more years extensive administrative, managerial, executive or supervisory experience in law enforcement (i.e. police, corrections, probation, parole, etc.), organizational analyses, tactical apprehensions, and evidence collection is preferred;
• Experience conducting a variety of investigations; staff misconduct, corruption, and illegal activities investigations is preferred;
• Experience working with prosecutors in developing and presenting cases; and testifying at hearings and court proceedings is a plus;
• Ability to be objective and thorough in conducting investigations of law enforcement personnel, incarcerated individuals, confidential witnesses and informants;
• Possess excellent investigative skills, communications skills, strong analytical, research, problem solving, presentation and writing skills; Ability to communicate highly complex and technical matters clearly and succinctly;
• Successful candidates must clear a background investigation and Posses a valid NYS driver’s license.
