Job Summary:
The Data Management Support is responsible will serve as the data management specialist and assist in implementing the standard operating procedures developed by the Service; assist in providing guidance to Service staff implementing the procedures, and maintaining quality assurance and control requirements for the range data that is posted in the system.

Essential Functions:
  • Provide assistance in data acquisition process for complex ecological data sets from variety of sources and their normalization;
  • Share responsibility with the Data Management Lead as the data steward for Current Range map protocols;
  • Provide expert data management advice and support to lead offices with curating ecological and spatial data across the range of a species to ensure shared interpretation;
  • Provide services to transfer/share data between internal platforms for use in multiple application/computing environments;
  • Assist in operation of the data and statistical services by providing machine-readable data sets;
  • Assist in quality assurance/quality control for data being used on pilot projects consistent with developed SOPs and refine SOPs based on feedback from pilot project;
  • Deliver (online or in person) training to Service employees, interns, and other partners engaged in implementing the range mapping SOPs;
  • Support or revise data standards and procedures to host the species range maps in the system, including meta-data management and quality control and quality assurance review protocols;
  • Develop and make recommendations for capturing Range data in the system and/or within IT resources;
  • Assist in piloting projects that are implementing the protocols to inform and further refine the protocol;
  • Provide support in development of recommendations for data standards and oversee implementation of approved changes to the system to host the new or revised species range maps in the system;
  • Support the project’s effort to establish collaborative network of ES managers and users to implement the SOP and develop species range maps for over 1,600 species;
  • Assist in coordination and engagement work with other Federal agencies, States, non-governmental organizations, and other interested parties in sharing data that inform species range delineations;
  • Participate in working groups that assist in developing additional or revise existing standard operating protocols or guidance to address data collection and storage for Current Range map requirements, processes, or procedures. This could include developing additional methodologies for delineating Current Range (e.g. using spatially explicit habitat modelling) and delineation of a Consultation Notification Area or buffers;
  • Provide support for making programmatic effort to recode the system ranges from Field Office based ranges to one range per species.

Requirements:
  • 5-10 years of experience and knowledge of Data life-cycle management tasks, including data cleansing, and transformation;
  • Sound knowledge statistical software and packages in R, Python; solid understanding of Structured Query Languages (SQL), ability to script/program and access data through Application Programming Interface (API) calls
  • Knowledge of spatial software such as ArcGIS or comparable mapping products, and spatial data management and manipulation;
  • Skill in communicating effectively (orally and in writing); ability to communicate and coordinate effectively with multiple partners, working teams, and organizations; and ability to manage a complex task, including short-term and long-term planning, goal and policy setting, and monitoring accomplishments.
  • Biological training and/or knowledge is not required but would be beneficial.
