Financial Analyst

In this position you will perform high level accounting, reconciliation, and analysis. Responsible for coordinating information and documentation required to create the County's budget document. Responsible for development and maintenance of position costing program and maintenance of the cost allocation plan. Administers workers' compensation program and processes liability claims.    

Summary of Essential Duties

Accounting duties
  • Responsible for timely completion of all bank reconciliations.
  • Prepares statistical section of the annual Comprehensive Financial Report, by researching and analyzing data to determine accuracy and appropriateness. 
  • Prepares and analyzes monthly financial statements for the Benton County Federally Qualified Health Clinic .
  • Performs high level analysis and accounting work for a variety of functions and county departments.
  • Acts as back up for other accounting positions.
Budget Preparation
  • Supports the planning, coordination, preparation, monitoring, analysis and development of County's budgets.
  • Provides training on budget preparation.
  • Works with department directors or staff to review and edit budget submissions and documents.
  • Coordinates preparation of the annual CAFFA grant document in support of the property tax system.
Budget Analysis/Cost Allocation Plan/Position Costing
  • Responsible for position control reporting and costing.
  • Participates in the strategy development and calculation of costing for labor negotiations and budget development.
  • Reviews requests for changes to approved budgets for compliance with Oregon Budget law and County policies. 
  • Compiles and maintains the County's Cost Allocation Plan. Consults with Department contacts and CFO to determine the appropriate cost allocation bases. 
  • Inputs data and analyzes output to determine compliance with cost allocation standards and federal government requirements.
Risk Management
  • Completes projects assigned by CFO, acts as the County's point of contact with CIS (workers' compensation) and liability insurance providers. 
  • Manages the County's Workers' Compensation program.
  • Acts as the County's Volunteer Coordinator. Responsible for insuring compliance with the County's Volunteer policy by all departments.
  • Processes liability claims on County property or vehicles. Works with insurance agent of record in processing claims. 
  • Maintains and annually reconciles the data base of county owned property and vehicles to insure insurance coverage.
Support for Special Projects
  • Maintains content of web sites for Financial Services and Tax Collection in adherence with County website standards.
  • Participates in general research or special projects for Financial Services through data gathering, model preparation, interpretation and/or providing general staff support. 
  • Works on recurring projects include strategic planning, annual audit data collection reviews, and budget and financial reporting system process design.

The following minimum qualifications are required for this position:
  • Bachelor's degree from an accredited college or university in Finance, Accounting, or closely related field.
  • 2 years of progressively responsible professional experience in area of assignment. 
An equivalent combination of education and experience may be accepted.

The ideal candidate will possess the ability to think critically, proficiently present information in writing and verbally, understand how to communicate with various types of people in a "language" understandable to the receiver, and have a strong accounting background.

Additional Information
Physical Requirements:
Reaching, standing, walking, keyboarding, grasping, feeling, talking, hearing, seeing and repetitive motions. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to life, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
