TPWD MISSION
To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION
Under the direction of the Human Resources Compensation & Classification Manager, this position is responsible for performing journey-level human resources work. Performs technical and administrative work in support of maintaining TPWD’s compensation plan and supports the achievement of the Division’s strategic goals. Reviews and processes position vacancy requests for completion and manages job postings. Provides assistance and consultations to managers regarding job postings, personnel actions and other Classification matters. Assists Division in achieving agency compliance with state and federal laws and regulations. Maintains electronic tracking log(s) and email inbox; responds to inquires both electronically and verbally, coordinates emails to appropriate team members. Works under close supervision, with minimal latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
 

Qualifications

 
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited college or university with a Bachelor’s degree in Human Resources or closely related field.

Experience:
HR Specialist I: One year of full-time Human Resources experience;
HR Specialist II: Two years of full-time Human Resources experience.

Licensure:
If driving is required, applicant must possess a valid State driver’s license.

ACCEPTABLE SUBSTITUTION
One additional year of the required experience may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.

PREFERRED QUALIFICATIONS
Experience:
One year experience performing Human Resources functions for a State of Texas agency;
Human Resources experience in one or more functional areas (i.e. compensation, recruitment, employment, classification, benefits, etc.);
Experience with Centralized Accounting Payroll/Personnel System (CAPPS) HR and Recruit.

Licensure:
Current HRCI Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification OR SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, skills and abilities should directly support the essential job functions.

Knowledge of Agency organizational structure, division responsibilities and key staff;
Knowledge of Comptroller’s Centralized Payroll/Personnel System (CAPPS);

WORKING CONDITIONS
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work overtime as necessary;
Required to perform manual labor, including lifting supplies and materials up to 10 lbs.;
May be required to operate a State vehicle;
Required to travel 5% with possible overnight stays;
Non-smoking environment in State buildings and vehicles.
