Third Party Verification Program Administrator (Program Analyst 2)

The Oregon Department of Environmental Quality has a full-time opportunity within its new Office of Greenhouse Gas Programs for a Third Party Verification Program Administrator (Program Analyst 2) in Portland, Oregon.

The Office of Greenhouse Gas Programs is a newly-formed unit that is responsible for developing and implementing many of Oregon’s efforts to reduce greenhouse gas (GHG) emissions. Oregon Governor Brown has directed the department to develop and implement the following: (1) an expansion of the existing Clean Fuels Program; (2) a new program to cap and reduce GHG emissions from large stationary sources; (3) a new program to cap and reduce GHG emissions from transportation fuels; (4) a new program to cap and reduce GHG emissions from other liquid fuels and natural gas; and (5) a new set of requirements to reduce methane emissions from landfills. The Office builds on the department’s existing GHG Reporting Program, and will also coordinate with existing programs regulating vehicle emissions and promoting zero emissions vehicles. This position is one of ten new positions funded by the Oregon legislature for this program.

What you will do!
As the Third Party Verification Program Administrator, you will administer the Third Party Verification Program to support the Greenhouse Gas Reporting (GHG RP) and Clean Fuels Program (CFP). You will implement a program that significantly improves the quality and reliability of the data collected by those programs and by extension the ability of those programs to fulfill their purposes of tracking greenhouse gas emissions in Oregon and lowering the greenhouse gases from Oregon’s transportation fuels. This work will entail approving businesses to act as third-party verifier, developing webpages, trainings, policies, procedures, and necessary communications pursuant to requirements in the rules and as needed for the verification programs to operate effectively. You will assist in the administration of DEQ’s GHG RP and CFP, and will stay knowledgeable on their reporting requirements, calculation methodologies, and use of electronic reporting tools. You will provide technical assistance to reporters and verifiers while adhering to verification requirements. In addition, you will prepare reports summarizing the status of verifiers and the submission of verification statements for reports and pathway applications, as well as technical summaries of the reported emissions data.

What are we looking for?

  • Bachelor’s degree in a business or public administration, behavioral or social sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
  • Experience with data auditing and verification procedures.
  • Experience creating a program from the ground up, including creating program operational guidelines and procedures.
  • Experience conducting in-depth evaluation of program operations, conducting research, and adapting or creating new procedures to solve program issues.
  • Excellent project management skills, verbal and written communication, analytical skills, organizational skills, and time management skills.
  • Experience and strong ability to work collaboratively within a team and across teams.
  • Excellent problem solving skills; ability to analyze problems and determine root causes; strong data analysis skills.
  • Ability to communicate effectively with staff and businesses, including communicating technical information; professional level writing and presentation acumen.
