ENVIRONMENTAL SPECIALIST II (Biosolids Specialist) – P4148

Minimum Starting Salary: $46,087

The Department of Environmental Quality’s Office of Land Application Programs seeks a qualified candidate to complete inspections of biosolids land application activities (including those associated with VPA and VPDES permits) in accordance with the Agency Inspection Strategy and Standard Operating Procedures and perform permit processing tasks as assigned. Inspections are to be done in a timely and proficient manner in order to ascertain compliance/noncompliance with permits/certificates and state and federal laws that apply to biosolids production, storage, and land application sites. Where non-compliance with a permit or the laws and regulations is found, this position documents the non-compliance, follows up and provides recommendations of actions needed to return to compliance and/or provides support for any enforcement actions taken. This position responds to complaints regarding permitted activity and facilitates effective resolution. Permit processing responsibilities include processing new applications, renewals, and modifications; and includes the tasks of reviewing application materials (including but not limited to nutrient management plans), drafting permit special conditions, responding to public comments, and providing program information at public meetings. This position also provides regulatory and technical assistance to permit holders.

Qualifications:

·        Knowledge of wastewater treatment processes.
·        Knowledge of nutrient management, soil science, and agronomy.
·        Knowledge of chemistry and environmental science, and soil and water sampling.
·        Knowledge of state and federal laws and regulations related to biosolids and permitting.
·        Experience with word processing, spreadsheets, and database skills.
·        Strong communication skills that demonstrate clear and concise verbal and writing skills.
·        Exceptional interpersonal and conflict resolution skills.
