Associate Transport Safety Officer

Organization Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security. The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services. The Regulatory Infrastructure and Transport Safety Section (RIT) is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructure for radiation safety, for the safe transport of radioactive material and for managing information to identify the needs of Member States with a view to improving radiation, transport and waste safety. The Transport Safety Unit is responsible for establishing and maintaining safety standards related to the worldwide safe transport of radioactive material, including the IAEA's Regulations for the Safe Transport of Radioactive Material, and to appraise the application of the safety standards in Member States. This includes efforts to foster the harmonized incorporation of the Transport Regulations and other associated safety standards by international organizations. In addition, the Unit manages projects concerned with key aspects of the Transport Regulations, provides training related to the safe transport of radioactive material, and operates and maintains databases relating to transport issues. The Unit convenes meetings to guide its activities, involving experts from Member States and associated international organizations, including the periodic convening of the Transport Safety Standards Committee (TRANSSC). It is also involved in the provision of technical cooperation to Member States, including training activities.

Main Purpose
Reporting to the Unit Head, the Junior Professional Officer provides technical assistance for the implementation of the activities of the Transport Safety Unit.

Role
The Junior Professional Officer provides technical assistance with: (1) the review and revision of IAEA safety documents on the safe transport of radioactive material; (2) the implementation of technical cooperation projects and extrabudgetary projects in the area of transport safety regulatory infrastructure; (3) the development and maintenance of the eLearning platform for transport safety.

Functions / Key Results Expected
  • To provide analytical, technical and project support in the following areas of TSU activities:
  • Development and implementation of the transport safety eLearning platform The Junior Professional Officer (JPO) will complete self-directed training and will perform assigned tasks related to the CPL4NET platform and Articulate Software.
  • Development of safety guidance documents associated with the recently published SSR-6 (Rev.1) 2018 Edition. The JPO will support TSU staff by collating comments on the documents, preparing documents for consultancy meetings, and participating in consultancy meetings and technical meetings.
  • Development of a new safety guide (SSG-33A) and related online tool The JPO will develop a new safety guide that includes all the requirements of SSR-6 (Rev. 1) and is based upon the schedules document SSG-33. An on-line tool will be developed that enables a user in a Member State to identify relevant requirements applicable to the transport of radioactive material in their respective countries.
  • Implementation of technical cooperation projects and extrabudgetary projects. The JPO will support TSU staff in the implementation of technical cooperation projects and extrabudgetary projects related to transport safety regulatory infrastructure.
  • Preparation for consultancy meetings, technical meetings and TRANSSC meetings The JPO will support TSU staff in the preparation and conduct of consultancy meetings, technical meetings, and TRANSSC meetings.

Education, Experience and Language Skills
  • Bachelor’s degree in science or engineering.
  • Minimum of three years of professional experience in an activity related to the safe transport of radioactive material and to the implementation of the IAEA Regulations for the Safe Transport of Radioactive Material.
  • Familiarity with platforms using the CPL4NET and Articulate Software.
  • Fluency in written and spoken English is essential. Knowledge of one or more of the other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) is an asset.
