Division Information:
The mission of the Division of Water Resources (DWR) is to provide the strategic information necessary to manage the state's water resources for the health and welfare of the public; the continued economic growth of the state; the integrity of North Carolina's surface waters; and the sustainability of its ground waters. The Division of Water Resources comprises six Sections: Public Water Supply, Water Planning, Water Quality Permitting, Water Quality Regional Operations, Water Sciences, and Groundwater Resources.
 
Section Information:
This position is located in the Water Quality Permitting Section. The Water Quality Permitting Section comprises seven branches: Industrial Permitting; Municipal Permitting; Compliance and Expedited Permitting; Non-Discharge; 401 & Buffer Permitting; 401 & Buffer Transportation Permitting; and Animal Feeding Operations.
 
Unit Information:
The Non-Discharge Branch (NDB) is principally responsible for the technical evaluation and permitting of wastewater treatment and disposal, reclaimed water, and residuals management systems that do not discharge to the surface waters of the State in accordance with the rules adopted by the Environmental Management Commission. The function of these permits, and the requirements included as conditions of these permits, is to ensure that the rivers, streams, lakes, estuaries, other surface waters and groundwaters of North Carolina are protected at or above the standards assigned to the specific waters. The NDB typically takes a lead role in program development for new and existing programs. Program development may include establishing criteria for new programs, rule making, training of staff and customers, reviewing existing criteria for program needs, etc.

Position Information:
The primary purpose of this position is to provide a detailed technical engineering review of all new, modified and renewed non-discharge systems, which shall include a detailed engineering review of plans, specifications and calculations, as well as, soil evaluations, agronomic evaluations, and hydrogeologic reports. These applications shall include wastewater irrigation, single-family residence irrigation, high-rate infiltration, closed-loop recycle, residuals management, and reclaimed water systems permitted under the 15A NCAC 02T and 02U rules. This engineer will be responsible for the development of the requirements that the regulated community must follow to protect water quality and the environment. The program requires the engineer to be knowledgeable on operations as diverse as: physical, chemical, and biological treatment of wastewater; stabilization of residuals through chemical and biological treatment; and disposal of treated effluent through irrigation and infiltration. This position must evaluate facilities to ensure appropriate treatment of the waste prior to disposal or reuse.

Qualified applicants must possess, and the application must clearly reflect, the minimum education and experience requirements and work experience that demonstrates the following Knowledge, Skills, and Abilities:
  1. Professional Knowledge – Knowledge of the design, operations, management, inspection, or permitting of wastewater treatment facilities as demonstrated through past work experience or education.
  2. Professional Knowledge – Knowledge of engineering, hydrology, hydraulics, and wastewater processes and operations, as it applies to water quality and wastewater treatment facilities as demonstrated through past work experience or education.
  3. Professional Knowledge – Knowledge of or ability to learn environmental law (e.g., Code of Federal Regulations, NC General Statutes, State Administrative Code, etc.)
  4. Program/Project Management – Excellent organizational and time management skills.
  5. Engineering Review, Decision Making & Analysis – Demonstrated ability to manage projects for completeness, compatibility, and/or compliance with engineering principals, design needs, standards, and regulatory requirements.
  6. Communication – Demonstrated ability to communicate effectively in both written (technical and general) and oral form, and capable of maintaining courtesy and self-discipline in difficult or unfamiliar situations.

Interviewed candidates may be required to take a skills assessment.

*Equivalent combination of training and experience" is defined as North Carolina certification as an Engineer In Training (EIT), Engineer Intern (EI), or Fundamentals of Engineering (FE) or North Carolina licensure as a Professional Engineer (PE).* (To be considered for this position, Engineer In Training (EIT), Engineer Intern (EI), Fundamentals of Engineering (FE) and Professional Engineers must enter their license number under the Certification and Licensure section of the application.)

Future engineering graduates may apply and be considered for this position prior to the conferment of the engineering degree. To be eligible, applicants must supply official university transcripts documenting conferment of the engineering degree before commencing employment. In addition, the successful applicant must commence employment within 30 days of job acceptance.
Minimum Education and Experience Requirements
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
