Structures Quality Assurance Engineer

This position is physically located in Sandston, VA.

VDOT’s Materials Division is seeking a motivated engineer to join our team to assist with the management and implementation of the Structures Section Quality Assurance program. The Structures Section program manages the source inspection of structural steel and prestressed concrete components, as they are shop fabricated for use on highways and bridges throughout the state of Virginia among other items. The selected candidate will provide engineering recommendations based upon sound engineering principles, troubleshooting, program development, and administration in the areas of prestressed concrete and structural steel. Responsibilities will include, but are not limited to: assisting in managing the QA inspection programs for prestressed concrete, structural steel, wood structures, and other shop produced structural items; contract management; managing the guardrail and sound barrier wall function for the Section; serving as a primary advisor for inspection and quality management of bolted structural connections; administratively and/or technically working with inspectors, construction and bridge personnel in both the Districts and Central Office; providing assistance to the Districts in resolving problems associated with sampling, fabrication, and testing; conducting standardized or routine inspections and tests of materials as directed; and managing Section project and inspection report data.

Minimum Qualifications
Knowledge of construction and maintenance materials, procedures for sampling and testing, and how these materials are utilized; current methods of materials science as applied to control and use in construction and maintenance projects; policies and procedures as they relate to engineering programs. Ability to prioritize, plan, and implement program objectives and effectively communicate with various entities both internally and externally. Proficient in the use of Microsoft Office applications including Word, Excel, PowerPoint, SharePoint, etc. Proficient in using Google Gmail or Microsoft Outlook for email communications. Position requires: unrestricted mobility, including at times, unrestricted mobility in irregular terrain; the ability to stand for long periods of time; the ability to work in a variety of environments affected by, but not limited to, such elements as dust vapors, heat, and moisture; the ability to lift 50 pounds; and the ability to travel both in state and out of state, occasionally overnight. Must possess, or be eligible to obtain, a valid Virginia Operators License.

Preferred Qualifications
BSCE (or related engineering discipline) from an accredited college or university; or equivalent experience and/or training may substitute for degree. E.I.T., Virginia P.E. License, or the ability to obtain. PCI Level II or III certification or experience with precast/prestressed fabrication and inspection. Certified Weld Inspector (CWI or SCWI) certification or experience with welding fabrication. Experience or certification in Nondestructive Testing procedures including radiographic, ultrasonic, magnetic particle, and penetrant testing. Experience with quality control or quality assurance inspection or quality program management within the steel or concrete industry. Knowledge and familiarity with VDOT specifications, standards, policies, and procedures.
