Fiscal Technician Lead

The Department of Natural Resources (DNR) has an exciting opportunity within our Southeast Region. Are you motivated by complexity? Do you have a keen eye for the finer details? The Department of Natural Resources is looking for a driven individual to join their team as a Fiscal Technician Lead in the Southeast Region.

This position supports the business operations of Southeast Region by providing financial support to the employees and management. This position is responsible for processing accounts payable, accounts receivable, and payroll for the region. In order to be successful in this role, the incumbent has to be able to interact and communicate well with a wide range of employees, contractors and the Office of Financial Management. The incumbent also has to be able to focus in a very busy environment, as they are responsible for analyzing for discrepancies.

Responsibilities:
  • Providing guidance to other Fiscal Specialists and region employees on accounts payable processes. 
  • Providing interpretation and direction on use of agency Chart of Accounts to ensure proper coding of expenditures.
  • Independently interpreting and ensuring all vendor and travel payments are paid within the SAAM, OFM purchasing guidelines, Agency policy and procedures, and agency and state wide contracts.
  • Auditing, reviewing, and processing invoice and travel documents.
  • Ensuring all payments are timely, accurate and in compliance with OFM policies and DNR policies.
  • Analyze and interpret recurring financial payroll data to identify any discrepancies in various payroll, leave and benefits functions, over/under payments, NTAR corrections, and leave accrual and use issues.
  • Analyze, interpret, and apply complex Civil Service Rules and DNR policies in regards to regular pay, overtime eligible and non-eligible employees. 

Required Qualifications: 
  • High School or GED and at least one year equivalent clerical or fiscal experience 
  • The incumbent in this position is required to travel.
  • Knowledge of and ability to research, interpret and explain OFM requirements, WACs, Revised Codes of Washington (RCWs), Collective Bargaining Agreements, agency policy and procedures, fiscal controls and other applicable regulations.
  • Computer skills in Microsoft Word and Excel, and a typing speed of 40 wpm.
  • Ability to effectively communicate to a diverse range of audiences.
  • Proficient in math and accounting skills.
  • Familiar with Fiscal Accountability.
  • Organizational and time management skills.
  • Ability to learn and use specific fiscal and payroll computer applications and upgrades as necessary.
  • Experience providing superior customer service through accuracy availability, partnership and education.
  • Experience in record keeping.
  • Ability to adapt to changing needs/flexibility of processes, procedures, and customers.
 Our ideal candidate will also have the qualifications listed below:
  • Fifteen quarter hours or ten semester hours of college- level accounting or bookkeeping.
  • 2 years of full-time experience as a Fiscal Technician, or equivalent, including experience using accounting- related software; an Associate of Arts Degree, or equivalent in accounting or business may substitute for one year of required experience.
