There is currently one (1) Parks Development Coordinator opening in the Parks Maintenance Division of the Community Services Department. This position is open to all interested persons meeting the minimum qualifications.

DESCRIPTION
Under administrative direction, manage the development of parks and open space. Manage and coordinate assigned activities with City staff and outside agencies. Plan, organize, and direct all city design, construction, landscaping and public building grounds, street trees and recreational areas. Perform professional site and facility improvement work for a variety of Parks capital improvement and maintenance projects. Review and approve plans and specifications. Prepare IFQ’s and publicly bid projects. 
 
DISTINGUISHING CHARACTERISTICS
This single class position is expected to work independently with little supervision and provide work direction to contractors, volunteers, and support staff as needed.

Applicants must possess the following minimum qualifications to continue in the recruitment process:
 
Education and Experience:
Bachelor’s Degree in business or public administration, landscape architecture, horticulture, engineering or a related field and five (5) years of administration or project management construction experience in parks and landscaping development and/or maintenance activities. 
 
or
 
Associates Degree in business or public administration, landscape architecture, horticulture, engineering or a related field and seven (7) years of administration or project management construction experience in parks and landscaping development and/or maintenance activities. 
 
Licenses and Certificates:
Must possess within thirty (30) days of hire and maintain throughout employment, the equivalent to a valid Nevada Class C driver's license.
 
Must possess within 90 (ninety) days of hire and maintain throughout employment, Incident Command System (ICS) 100/200; must also possess as soon as available and maintain throughout employment, ICS300.
 
Must possess within six (6) months of hire and maintain throughout employment, certification in playground inspection.

Essential Duties:
Maintain effective relations with a variety of community organizations, groups, and the public. Work closely with other departments and City staff to provide comprehensive services to City residents and to solve a range of service delivery, community and administrative problems.
 
Serve as a project manager under the direction of the Capital Projects Manager on a variety of capital improvement projects related to Parks & Recreation including but not limited to plan review, IFQ’s, publicly bid projects, project coordination and project management. Oversee the development and construction of new or renovated park and landscaped areas and the regional trail system. 
 
Manage maintenance contracts for various city landscape maintenance districts. Perform inspections of landscape maintenance districts for any deficiencies, direct contractor to perform necessary repairs and maintenance. Review and approve maintenance contractor billings as appropriate. Respond to citizens’ concerns of landscape maintenance districts in a timely manner. 
 
Prepare work orders, requisitions, correspondence, contracts, schedules and charts. Inspect safety aspects of jobs in progress. Encourage contractors to observe applicable safety rules and regulations. Manage development of project design with project architects, engineers and consultants. Prepare, review and integrate construction planning policies, procedures and bid processes. Write clear, accurate and concise logs, reports and correspondence. 
 
Interpret and explain regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public. Read and interpret drawings, plans, specifications, contracts, a variety of codes, ordinances and regulations. Research, review, update, and revise existing ordinances, policies and park design standards. Prepare bid documents, contract documents, specifications, cost estimates, and engineering drawings.
 
Respond to questions and inquiries from the public, property owners, developers, architects, surveyors, contractors and city staff regarding engineering and development projects. Provide information within the area of assignment. Resolve complaints in an efficient and timely manner. Participate in the management of a comprehensive parks and open space rehabilitation program.
 
Manage the work of various outside professionals to achieve desired project results. Participate in the selection of consultants and contractors. Prepare standard construction details and specifications for park construction. Provide construction consultation to city staff. Monitor construction progress through onsite inspection and review. Review and approve construction pay estimates, change order proposals, and construction contract documents.
 
Perform Playground Safety inspections or audits to ensure equipment is in proper condition and meets ASTM and CPSC standards for playground safety. Provide direction to maintenance staff or contractors installing or making repairs to play equipment.
 
Represent the City in meetings with contractors, developers and agencies, volunteer groups, or the public for projects throughout the City’s park system and open spaces. 
 
Make oral presentations before the City Manager, the Mayor, the City Council, commissions, committees, community groups and boards of government agencies. Interface with community services on development and operational issues. Participate as liaison between Parks & Recreation administration and the Community Services Department. 
 
Assist Parks Director with development of future Parks Capital Improvement needs. Develop scope of work and estimated budgets to be provided to the Capital Projects Manager.
 
Exercise sound independent judgment within procedural guidelines. Perform other duties which may be assigned.

Physical Demands:
Requires ability to work in a typical office setting and use standard office equipment. Requires the ability to work outside and at construction sites in various weather conditions and terrain.
 
SUPPLEMENTAL JOB INFORMATION
  • This position is Exempt under FLSA guidelines
