Purchasing Specialist - Pikes Peak Workforce Center

***Salary to be commensurate with qualifications***
***$35,200 - $51,080 annually***

The Pikes Peak Workforce Center (PPWFC) is a dual county consortium serving both El Paso and Teller Counties. The position provides purchasing and financial support to the Pikes Peak Workforce Center.
  • Provides administrative support to ensure compliance with internal financial controls, policies, procedures, standards and other directives as related to federal, state and local guidelines; serves as a resource to PPWFC staff related to procurement processes.
  • Assists with the coordination of purchasing functions including researching and developing the solicitation of quotes, bids and/or proposals for goods and services. Participates in preparation of purchase orders, obtains quotes, makes recommendations; reviews and approves purchase requisitions for processing for purchase orders.
  • Oversees contract management functions for goods, and commodities and services. Advises and communicates with contractors, senior staff and project managers regarding contract status and required actions. Maintains PPWFC contracts to include MOU's, Lease Agreements, and Expenditure Authorizations.
  • Coordinates with the EPC Finance Division with preparing the content specific to PPWFC needs in the process for Request for Quotes (RFQ), Request for Information (RFI), Request for Proposals (RFP) and Invitation for Bids (IFB).
  • Reviews and approves customer training vouchers and supportive service requests to ensure procured and/or approved vendors are selected. 
  • Maintains inventory of office equipment; ensures equipment is labeled with appropriate property tag. Enters and updates information in inventory tracking system. Reports inventory on an annual basis to El Paso County Finance Division.
  • Tracks equipment warranties and maintenance; renews maintenance agreements as needed. Assists in service calls with vendors and departments for equipment repair, verifies equipment is repaired to standards of agreement and ensures preventative maintenance is performed in a timely manner per equipment contracts.
  • Performs other duties as required.
Qualifications
  • High school diploma or equivalent required. Bachelor's degree in business administration, public administration, finance or related field preferred.
  • Minimum two (2) years finance or purchasing experience required.
  • Direct experience working with procurement and contracts preferred.
  • Previous workforce development or closely related experience preferred.
  • A flexible team player with the ability to work successfully in a changing environment. Demonstrated ability to work effectively in a fast paced environment managing multiple priorities required. 
  • Must possess a high level of professionalism, interpersonal skills and integrity to handle sensitive and confidential situations and information.
  • Ability to communicate and work effectively with government officials, business leaders, regional partners, colleagues and the public.
  • Ability to build strong working relationships, both internal and external to the organization.
  • Proficient in Microsoft Office software including Word, Excel, Power Point and Outlook. Must be receptive to adoption and application of new and innovative technologies and technological platforms.
  • Ability to perform all duties and responsibilities in a timely and effective manner in accordance with Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser, Workforce Development Board (WDB), El Paso County and PPWFC policies, programs and guidelines to achieve the overall objectives of the position.
  • Maintain regular and punctual attendance.
  • Must pass conditional post offer background investigation, drug screen and motor vehicle record check.
Licenses/Certificates
  • Must possess and maintain a valid Colorado Driver's License.
Work Conditions
Work is primarily performed in an office environment, some travel may be required.
