Health and Safety Specialist (Safety Officer) - Coeur d'Alene

The Idaho Department of Lands (IDL) is hiring for a Health and Safety Specialist (Safety Officer) located out of our staff office in Coeur d'Alene, Idaho.
EXAMPLE OF DUTIES:
Responsibilities:
  • Provide consistent guidance, maintenance and tools for agency-wide safety and health concerns 
  • Provide policies and procedures for agency-wide safety concerns
  • Identify health, safety and security related issues and concerns
  • Provide support to Safety coordinators to implement statewide required activities
  • Identify training needs, coordinate, track and evaluate Safety training
  • Provide agency-wide awareness of Safety
  • Lead the Safety Committee in developing and implementing corrective actions that address identified health, safety and security related issues and concerns 
  • Point person for critical safety concerns 
  • Primary contact for: Department of Administration, Risk Management, State Insurance Fund, Industrial Commission, Office of the State Fire Marshall, Division of Building Safety/Logging Safety, First Net, and COOP (Continuity of Operations Plan)
  • Coordinate and update Critical incident Response Plan, Incident Response Plans and COOP plan
  • Coordinate CISM response, qualifications and training
  • Coordinate the filing and follow-up of Workers Comp claims

Minimum Requirements:

Good Knowledge:
  • Health and safety regulations and current hazard reduction methodologies

Experience:
  • Writing worksite health and safety programs; preparing and making presentations to groups; performing health and safety site reviews
SUPPLEMENTAL INFORMATION:
Desirable Qualifications: 
  • A current, valid Idaho driver’s license and maintained at all times thereafter
  • Work experience playing a lead role in a comprehensive safety management program, including but not limited to office and field safety and worker’s compensation
  • Ability to travel up to 20% of the time, including overnight travel
  • Experience in a Natural Resource environment such as Forestry, Wildland Fire and Range Management
  • Experience organizing and participation in virtual and in-person meetings
  • Ability to organize, develop and maintain multiple safety program parts (plans, policies, bulletins messages, committees, groups) into a comprehensive program

Overtime/Vacation Accrual/FLSA:
The Fair Labor Standards Act (FLSA) code for this position is Administrative (A) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1 hour for every 1 hour of overtime worked. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/PDFs/Section2Vacation.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked. Payment will be made on the regular pay date corresponding to the pay period in which the overtime work occurred.)

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
 
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on public trust lands, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
