Description

 
The Comptroller’s Property Tax Assistance Division collects, reviews and analyzes school district property tax information in detail for school funding purposes under the Property Value Study. PTAD also collects, reviews and analyzes city, county and special taxing district property tax data used in reporting to the Texas Legislature. For this position, PTAD is looking for someone skilled in reviewing and analyzing large data sets, performing basic mathematical calculations, using Excel, and conveying information effectively.

DIVISION: Property Tax Assistance
 
WORK HOURS:
8 a.m. to 5 p.m., 40 hour work week, Monday through Friday. May occasionally work evenings, weekends or holiday. Hours may change based on business needs.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Assists with processing electronic submissions of appraisal roll records and examining Reports of Property Value for accuracy and completeness; analyzing and adjusting reports based on supporting documentation, historical information analysis and/or projections; and may act as liaison with county appraisal districts, county tax offices, school districts, and special taxing jurisdictions on matters pertaining to the Property Value Study. 
• Assists in analyzing and evaluating self-report protests and supporting documentation to determine whether to adjust values for certification to the Texas Education Agency. May prepare recommendations for authorized officials and updates protest database.
• Assists in analyzing and evaluating school district audit requests to determine whether to adjust values for recertification to the Texas Education Agency. Prepares and sends audit correspondence, maintains logs, spreadsheets, and files. May adjust certified values based on supporting documentation
• Develops expertise in property tax laws and agency rules and procedures as they relate to Reports of Property Value and their audits. May recommend and/or coordinate activities to increase program efficiency. May assist in developing policies and procedures. May test new systems.
• Attends training as required. 
• Assists in data collection, organization, analysis, and preparation of materials for open records requests. 
• Performs other work related duties as assigned.
 
 
 

Qualifications

 
EDUCATION: 
Graduation from an accredited college or university with a bachelor’s degree
 
PREFERRED EDUCATION: 
Graduation from an accredited college or university with a bachelor’s degree in accounting or business. 
 
EXPERIENCE: 
One (1) year of experience in accounting, auditing, or data analysis.
 
PREFERRED EXPERIENCE: 
Two (2) years of experience developing Access database applications or complex Excel spreadsheets.
 
SUBSTITUTION: 
One (1) additional year of full-time work experience in accounting, auditing, or data analysis may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 120 semester hours (four years). Thirty (30) semester hours of graduate education may substitute for the one year of full-time work experience in accounting, auditing or data analysis.
