Program Delivery Manager | WMS Band 3

 Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
 The Opportunity
 WSDOT is currently seeking a strategic leader to serve as the Northwest Region (NWR) Program Delivery Manager. In this role, you will provide expert-level advice and support government transparency and accountability. Reporting to the NWR Assistant Regional Administrator for Program Management, this senior manager position is responsible for the day-to-day management and oversight of the current Highway Construction Program, for the largest of the Washington State Department of Transportation regions.
 
 This position works with the Region and Headquarters to develop the fish delivery plan and provides direct input to the bundling and programming of these projects, and is the region's primary contact and a key member of the Steering Committee for the Capital Systems Replacement {CSR) project, advising Headquarters, ensuring business processes are properly documented, and works with the selected vendor and CPDM in developing, training, and implementing the new system.
 
 In addition, NWR Program Delivery Manager serves as the primary support to the Mega Programs for 1-405 and the SR 509 Gateway Projects, performing all the Program Management functions for these programs, with their complex funding sources and agreements.
 
 What to Expect
 This position is responsible and accountable for the accuracy in reporting project scope, schedule, and financial controls of the projects through the design, right-of-way acquisition and construction phases of development.
 
 Among the varied range of responsibilities held within this role, you will:
  • Provide strategic advice and timely information to Region executive management, project offices, and HQ Capital Program Delivery Management (CPDM) regarding challenges that may hinder project delivery in order to minimize adverse impacts to the delivery of the NWR and the statewide Highway Construction Program.
  • Manage and direct the operations of program delivery functions and reporting responsibilities. This position works closely with NWR project offices and HQ on work order setup and request for authorization, CPMS aging, Legislative book building, reporting, change management, project risk and the Statewide Transportation Improvement Program (STIP/TIP) approvals.
  • Manage changes to scope, schedule and budget while working in coordination with HQ to resolve any issues, recommending to Region offices and HQ strategies on how to accommodate cost and schedule changes.
  • Manage and monitor program and project budget, expenditures, cash flow, and cost of risk items to ensure the program strategic planning is integrated with budget planning and expenditure activity.
  • Serve as the region’s point of contact for the Capital System Replacement Project. Work directly with the selected vendor and HQ office in developing and implementing the new system.
  • Direct and manage the overall file accuracy of the NWR Capital Program Management System (CPMS) for the scope, schedule, and budget used by the legislature to make transportation budget decisions.
  • Directs and manage the implementation of Project Management and Reporting Systems (PMRS) for NWR. The PMRS implements industry-standard best practices, methods and tools and integrates them with existing WSDOT legacy systems. 
  • Assist in developing new or revised project level scopes, schedules, estimates and funding scenarios for the NWR delivery plan for HQ request and submittal. This position provides direct input to Capital Program Development & Management (CPDM) office for projects to include in the proposed delivery plan.
  • Direct and manage the monitoring and updating of the State Transportation Improvement Program (STIP) for both short-range (4 Year STIP) and long range planning.
