Lands Resource Supervisor - Fire Warden - Sandpoint

The Idaho Department of Lands, Pend Oreille Supervisory Area, is looking for a Lands Resource Supervisor-Fire Warden to work out of our Pend Oreille Lake Protective District Office in Sandpoint, Idaho.
 
EXAMPLE OF DUTIES:
General Responsibilities: 
  • Works closely with the Kootenai Valley Fire Warden, Area Manager, neighboring districts, and partners to meet the fire suppression and preparedness objectives.
  • Supervises professional and seasonal staff in the delivery of the department's fire program and hazard reduction regulatory program. 
  • Supervisory duties include hiring, training, assigning work, evaluating performance and resolving problems.
  • Supervises technical assistance on and guidance to the public and staff on fire management issues including:
  • Prevention
  • Training standards
  • Grant opportunities
  • Federal excess property program
  • Fire business procedures
  • Collection of forest assessment charges
  • Plans and coordinates program activities with other projects.
  • Sets priorities and maximizes efficiencies.
  • Directs fieldwork inspections and reviews documents for technical requirements, compliance with state and federal laws and fairness in lease/contract administration.
  • Prepares and monitors Area fire budgets, reviews and approves expenditures, maintains equipment and supplies.
  • Facilitates communications between Area staff and Bureaus on emerging issues and complex concerns, requesting technical expertise or guidance with the interpretation of laws and department policies as needed.
  • Works with private landowners, contractors, county officials, federal & state agencies and the general public to provide information, respond to requests, and to coordinate emergency response.
  • Assures that all buildings and grounds at the Pend Oreille Lake Protection District office and compounds are well maintained in a safe, clean, and organized condition, and that the Fire District vehicle fleet is well maintained and operable, or properly replaced.
  • May also represent IDL on committees or at public meetings.
  • Directs, participates, and manages wildfire suppression response for the geographic area
  • Supervises fire training instruction, and supervises fire investigations to ensure cost recovery for negligently caused fires.

Experience:
  • Preparing and administering contracts including implementation and evaluation of contracts as well as field inspection, compliance and reporting requirements
  • Interpreting public land survey legal descriptions, aerial imagery and topographic and property ownership maps
  • Using Geographic Information System (GIS) principles and data models
  • Managing projects including developing and evaluating projects, preparing reports and making recommendations
  • Making oral presentations and providing technical assistance and program information to management, clients or public groups
  • Performing financial analyses to determine cost/benefit of project proposals
  • Interpreting and applying state and federal laws, rules and regulations related to natural resource management activities
  • Writing technical reports
  • Experience in wildland fire management
Good Knowledge of: 
  • Effective supervisory practices
  • Weather information management
  • Wildland fire aviation operations and procedures
  • Conflict resolution methods
Some Knowledge of: 
  • Smoke management
  • The National Fire Danger Rating System
  • Fire protection assessments
Other Requirement: 
  • Red Card Qualification
  • Possession of a valid driver's license
Desired Qualification: 
  • Good knowledge of hazard reduction and fuels treatment principles
  • A desire to build and maintain strong working relationships with internal and external customers to fulfill the Department’s mission, goals, and values.
  • Possess IC3 and DIVS qualifications or ability to obtain these qualifications within five (5) years.

This position will oversee the fire operation and hazard management of the Pend Oreille Lake Protective District.

Overtime/Vacation Accrual/FLSA:
The Fair Labor Standards Act (FLSA) code for this position is Administrative (A) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1 hour for every 1 hour of overtime worked. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/PDFs/Section2Vacation.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked. Payment will be made on the regular pay date corresponding to the pay period in which the overtime work occurred.)

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.4 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
 
Managing endowment trust lands is only part of our story.
