Automated Systems Business Analyst

Work Unit:
The Employment and Benefits Division is responsible for ongoing implementation of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Home Care Allowance, and Colorado Supplement), the Colorado Works Program, Colorado Refugee Services Program, Employment First and other workforce development services. Adult Financial Assistance programs provide a safety net for elderly and disabled indigent adults. Colorado Works is the State's Temporary Assistance for Needy Families (TANF) Program; it is designed to assist participants to terminate their dependence on government benefits by promoting job preparation, work and marriage and to develop strategies and policies that focus on ensuring that participants are in work activities as soon as possible. The Colorado Works program, in its design, also promotes investment into capacity building and prevention work to strengthen families, provides for positive youth development and healthy relationships. The Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps) provides federal resources to states for the implementation of employment and training programs that help SNAP recipients gain or improve in employment, in order to reduce dependency on SNAP, known as the SNAP E&T program. Colorado Refugee Services Program (CRSP) ensures the resettlement of refugees in Colorado and promotes their advancement toward self-sufficiency and long-term integration into U.S. culture. CRSP serves all ORR-eligible populations—refugees,
asylees, Special Immigrant Visa holders, victims of severe trafficking, Cuban/Haitian parolees, unaccompanied refugee minors, and certain Ameriasians. CRSP contracts with community-based agencies to deliver holistic services, including employment, education, health, and case management programming.

The programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of these programs and is responsible for assuring that all counties comply with the terms of their county policies and all federal and State statutes and regulations. Division staff write state-level policies and rules; train county staff on policies, procedures, and effective case management skills; provide technical assistance to counties on automated systems issues; work with the General Assembly on legislative and fiscal initiatives affecting programs operation; report to the federal government federal programs; monitor county performance; and allocate funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on issues regarding welfare reform and disabled individuals receiving Supplemental Security Income (SSI). The Division also works closely with other Divisions and Offices within the Department, other State agencies, the General Assembly, the Governor's Office and client advocacy organizations in the implementation of welfare reform.

What You'll be Doing
This position exists to operationalize Colorado Works and Adult Financial program requirements into the design of automated system requirements; to identify automated system changes needed to correctly issue accurate and timely benefits; to identify, research, and enable a positive customer experience; to resolve automated system issues; and to serve as a liaison between the between the Office of Information and Technology (OIT), the Colorado Benefits Management System (CBMS) Vendor and the Employment & Benefits Division regarding the continued refinement of the automated system.

This position is responsible for:
  • Understanding the business rules for current functionality and planned changes in the Colorado Benefits Management System (CBMS), the MyCOBenefits App, and the Program Eligibility and Application Kit (PEAK) as they apply to the Colorado Works, SNAP Employment & Training, Workforce, and Adult Financial programs;

  • Identifying system usability issues and proposing solutions to Division leadership;
  • Developing and documenting the high-level business requirements for changes that are needed;
  • Working collaboratively with Department staff, policy experts, county staff, the automated system vendor and OIT to complete the business requirements;
  • Approving the business requirement documents; and
  • Testing and validating the changes to ensure the requirements have been met.
  • This position provides technical assistance, system information and clarification, and general program assistance to internal and external collaborators responsible for the administration, issuance, and claims collection of Colorado Works and Adult Financial benefits.
This position is also the primary contact for the Tier III Help Desk functions related to the Colorado Works and Adult Financial programs. This position, in conjunction with subject matter experts, researches help desk tickets that cannot be resolved at other levels. They provide essential support to county staff by researching and resolving CBMS issues.

This position will research and document all help desk tickets that will need a programming application change and submit the business requirements for the change.

MINIMUM QUALIFICATIONS:

Education and Experience:
  • Graduation from an accredited college or university with a bachelor's degree.
AND

  • Two years of experience in CBMS, automated/administrative systems development, data analysis, and/or computer programming

Preferred Qualifications
  • Additional depth and breadth of job-related experience beyond the minimum qualifications above include:
  • Professional experience using CBMS the MyCOBenefits App, and the Program Eligibility and Application Kit (PEAK)
  • Experience with systems developed in Salesforce
  • Excellent judgment and decision making skills; makes decisions in accordance with upper management's philosophy, values, and goals
  • Technical assistance and/or training experience
  • Experience facilitating discussions that elicit high-level requirements that can inform the development of technical systems requirements
  • Ability to translate program policy into requirements for technical systems change
  • Experience successfully communicating both in verbal and written form to high level audiences, including providing feedback, constructive criticism, and crucial conversations
  • Proven organizational and project management skills
  • Excellent computer skills and experience with desktop and mobile office productivity applications and databases
  • Ability to balance the needs and intent of the Federal and State guidelines with the needs of stakeholders
  • Prior/current State of Colorado employee, especially within the Colorado Department of Human Services

The successful candidate in this position must be willing and available to submit to the following conditions:

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
