Data Analyst

Eugene Springfield Fire (ESF), a shared service of the cities of Springfield and Eugene, is looking for the right candidate with a unique blend of skills, interests, and abilities to fill our Data Reporting Analyst position. The ideal candidate possesses data reporting and business administrative acumen, values delivering high quality customer service, and thinks that collaboration and building strong relationships is the key to success. This candidate likes to work as part of the team, but also enjoys taking initiative and working independently when needed and enjoys working collaboratively in a dynamic and fast paced team environment. 
 
This position performs a variety of professional statistical analysis and administrative duties. Develops, researches, prepares, and presents reports; performs map creation and GIS data analysis; provides timely and relevant information on patterns and trends; assists operational and administrative personnel in planning the deployment of resources for the prevention and suppression of fire and emergency medical services incidents; conducts policy research and analysis and manages programs and projects to help ensure responsiveness to emerging issues on diverse matters relevant to the fire department, to other Fire department managers, and the Eugene Springfield Fire Executive Director.

Salary Range:  Depending on the knowledge skills and abilities possessed by the applicant, this position may be filled at either the Management Analyst 1 or 2 level. 
Management Analyst 1: $57,844.80 - $74,796.80 annually; $27.81 - $35.96 hourly
Management Analyst 2: $63,585.60 - $82,264.00 annually; $30.57 - $39.55 hourly 

Schedule:  40 hours/week, Monday – Friday, 08:00 – 17:00. There could be occasional evening and weekend hours.
 
Work Location  Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs.

 Examples of Duties Performed - Duties may include but are not limited to the following:Conducts research to provide a variety of fire and emergency medical services data analysis and statistics; identifies research goals and objectives and manages project timelines. Identifies research objectives independently or in a team setting. Works with department staff to determine needs and develops effective strategies to address problems.

Compiles and extracts data from a variety of databases using appropriate computerized tools to retrieve, edit, tabulate, combine, map, and plot qualitative and quantitative information and statistical data; writes queries and reports to extract data in appropriate form. Prepares narrative, statistical, mapping, schematic, and/or graphic reports; may present results orally in meetings. Develops contacts with other agencies and information sources.

Plans and conducts analytical studies of administrative and operational issues and programs; designs and recommends options or solutions to problems; coordinates implementation. Evaluates proposed changes in policies and procedures; coordinates the implementation of new policies and programs in the division or department.

May respond to requests for information from the public.
 
May prepare grant applications; ensures compliance with grant reporting requirements; may serve as liaison with granting agency.

Serves as a division or department liaison to other departments, outside agencies and committees. May serve on or provide professional staff support to a variety of City committees and task teams.
 
If supervisory duties are assigned: Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervisory duties over employees.

MINIMUM REQUIREMENTS
Management Analyst 1:

Experience
Some recent professional related experience, or one year related responsible paraprofessional experience.

Training:
Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area.

Management Analyst 2:

Experience:
Two years of professional experience in program administration, preferably in the public sector. Some supervisory experience preferred.

Training:
Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area.
