Examples of Work
This position serves as an agency liaison with State Purchasing staff, agency staff and vendors regarding required/applicable policies and procedures related to procuring goods and services within state guidelines. This position is responsible for receiving and reviewing requisitions and specifications; preparing bid documents and purchase orders or forwarding requisition information to State Purchasing for processing, depending upon type of product, service, or estimated cost. For applicable purchases, this position will conduct the bidding process including all aspects from setting bid dates, preparing and mailing documents, receiving and opening bids, reviewing bids for completeness and conformance to specifications, and coordinating with client division the bid award by issuing the purchase order. Review purchase order payment requests and assist with the receipting process. Coordinate information exchange for fixed assets. Perform procurement functions as assigned by the Agency Procurement Officer and have some indirect supervisory responsibilities. 

Qualifications / Requirements
REQUIREMENTS: Bachelor’s degree in business administration, procurement, supply/inventory operations or related field AND procurement related experience. Experience can be substituted for education on a year for year basis.

Knowledge, Skills and Abilities
Knowledge of basic accounting and purchasing practices; familiarity with State of Nebraska purchasing policies and procedures; working knowledge of Microsoft Office components; Word, Excel required and Access preferred. Knowledge of the EnterpriseOne (E1) or a similar software application desired. Ability to organize, lead and evaluate work of subordinates; analyze and evaluate purchase requisitions; prioritize and plan tasks; operate personal computers and calculators. Customer service skills and skills in interpersonal communications and human relations.
