Definition:
Manages regulatory compliance for the City’s Environmental Services. Provides oversight and manages procedural, administrative, project and program management functions in support of water, wastewater, solid waste and air regulatory compliance with a focus on drinking water and wastewater regulatory compliance. This is a professional-level position responsible for planning, reporting and supporting compliance with existing and upcoming regulations. Provides technical support for strategic planning related to regulatory drinking water and wastewater treatment compliance and related environmental and public health issues. Provides information and support to the public and other City workgroups to achieve public health and environmental goals.
Principal Duties:
· Ensures compliance with drinking water, wastewater and other environmental federal and state regulations and standards, ensuring monitoring, analysis and reporting needs and schedules are met and developing and implementing procedures to manage compliance.
· Acts as the program manager for the cross connection and backflow prevention program for the City, providing oversight and direction of the program, making programmatic decisions and ensuring compliance with regulations.
· Manages regulatory compliance reporting in coordination with other city work groups, prepares and oversees the preparation of reports necessary for regulatory compliance. Responds to inquiries from regulatory and non-regulatory agencies, the public and other City workgroups.
· Maintains current knowledge of federal, state and local regulations, new treatment processes and monitoring techniques. Tracks, reviews and evaluates proposed and promulgated state and federal regulations and prepares analyses for review by management. Interprets existing water quality laws and regulations and communicates requirements to affected City workgroups.
· Represents the City on water quality and related public health and environmental issues with regional and state organizations and regulatory agencies. Coordinates and develops information necessary to respond to requests for technical information from regulatory agencies, other City workgroups and the public. Assists in preparing public notifications where required.
· Attends, as necessary, state drinking water and wastewater program meetings and actively participates in state and other local government water and wastewater work groups. Provides expert testimony before the Colorado Water Quality Control Commission on drinking water and wastewater regulations.
· Develops, recommends and implements long-term strategies and plans to meet drinking water and wastewater regulatory requirements. Evaluates existing and proposed strategies for effectiveness and regulatory compliance.
· Participates in the review, evaluation and applications of new technologies, research and studies that would improve water quality or service to customers.
· Participates in and supports the planning of emergency exercises and is prepared to support analysis to identify water quality concerns and potential violations in the event of an emergency. Makes technical and regulatory compliance decisions and recommendations to protect public health during emergency situations and during periods of maintenance or repair of the drinking water distribution system.
· Participates in planning activities including master planning, project design and conceptual review.
· Analyzes Water Quality and Operational Data.
· Coordinates procedures with field personnel and other City departments related to City operations.
· Performs supplemental water quality studies and data analysis to improve regulatory compliance, public health and customer service.
· Leads technical support and develops public outreach information to increase awareness of drinking water, watershed, and water resource issues.
Performs essential duties and additional tasks in a manner which enhances City Attributes.
Working Environment:
The work of this position can be conducted in a flexible work environment, allowing for working from home and in the office. Some field work is required.
Qualifications:
Any combination of experience and education equivalent to the completion of a Bachelor’s Degree in engineering, chemistry, biology, environmental science, or related field and working knowledge of the Safe Drinking Water Act and Clean Water Act. Five to seven years of related experience in a municipal, state or federal agency, or consulting firm working on regulatory compliance. Demonstrated mathematical, analytical and problem-solving skills including the ability to troubleshoot utilities-related operational issues. Knowledge of water and wastewater treatment and distribution processes, and public health regulation and practices. Excellent verbal and written communication skills and organizational skills. Strong interpersonal skills including ability to deal with people under difficult conditions, resolve conflicts and work under time pressure. Demonstrated analytical and problem solving skills. Demonstrated ability to work independently with minimal supervision and to assume responsibility. Demonstrated ability to plan and coordinate work, analyze management problems and write reports and make public presentations.
Desired Qualifications: Registration as a Professional Engineer in the State of Colorado. Experience in managing a backflow prevention and cross connection control program. Experience working with drinking water distribution systems, database applications, laboratory data management systems, mapping applications, hydraulic and water quality modeling applications.
