  • Directs, plans, administers, and supervises activities of the Upstate –Environmental Affairs (EA) Region offices in Anderson, Greenwood, and Walhalla. This area covers Abbeville, Anderson, Greenwood, Lauren, McCormick, and Oconee counties.  
  • Directs and coordinates activities for the assigned region’s office staff representing EA's Air, Land, Water, Rabies, Onsite Wastewater, and Food programs. Emphasizes the importance of establishing a positive agency image through good customer service. 
  • Ensures federal and state commitments are met.
  • Assigns or oversees the assignment of all work, shifting resources when necessary.
  • Conducts or supervises complaint investigations for all EA program areas. 
  • Ensures staff development.
  • Performs or supervises administrative duties associated with activity reporting, leave utilization, performance appraisals, travel reimbursement, vehicle utilization, procurement card usage, and requisition of supplies and equipment.
  • Identifies environmental problems, often of a complex, multi-media nature, identifies appropriate solutions, and coordinates agency action. Provides assistance and input to EA program areas on environmental issues, program implementation, strategic planning, policy matters and special studies.
  • Consults with and provides technical assistance to city, county, state and federal officials, industry leaders, developers, community leaders, and the general public concerning environmental issues of a broad and varied nature. 
  • Represents the agency through participation with local government entities in community meetings and educational settings, local meetings with civic and professional groups. 
  • Conducts public hearings/meetings for various program elements. 
  • Serves as media contact for environmental issues.
  • Maintains regional emergency operations capability. Supervises emergency responses to oil spills, hazardous material incidence, fish kills and natural disasters
  • Perform other related duties as required.

Minimum and Additional Requirements
  • A master’s degree in and six (6) years of environmental experience. 
  • OR a bachelor’s degree and six (7) years of environmental experience.
 
Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
 
ADDITIONAL REQUIREMENTS:
  • A minimum of three (3) years supervisory experience.
  • Customer service oriented.
  • Excellent organizational skills.
  • Ability to communicate clearly and concisely in both an oral and written manner.
  • Work effectively in a team-oriented environment and encourage positive working relationships with coworkers, industry, and government officials; work independently in a field environment.
  • Ability to successfully complete prescribed technical coursework and pass any test relevant to the position within the probationary period or trial period.
  • Work in all reasonable weather conditions and access non-traditional work environments.
  • Ability to:
  • Swim and work comfortably in a boat on open water and in rough weather conditions.
  • Ascend/descend ladders and transport equipment weighing up to fifty (50) pounds.
  • Make visual observations of facilities, samples, plans, specifications, reports, etc.
  • Identify precise gradient changes between colors.
  • Conduct field tests using delicate instruments and chemicals. To ensure personal safety, this requires care, precision, and the ability to steadily grasp and hold equipment, instruments, and chemicals in field environment.
  • Evaluate sites for the installation of septic tanks, which includes operating a manual soil auger to a depth of three (3) to six (6) feet.
  • Maintain a professional appearance. 
  • May require:
  • Daily travel throughout the state.
  • Occasional overnight travel.
  • Holiday work.
  • Participation on the Emergency Response Team and is subject to on call or call back 24/7.

Preferred Qualifications
  • Experience or knowledge in environmental programs, food protection, onsite wastewater, rabies prevention and thorough knowledge of applicable state and federal laws and regulations. 
  • Data management skills.
  • Proficiency with Microsoft office professional (Word, Excel, PowerPoint, Access). 
  • Experience using tablets and other electronic equipment in a field environment. 
  • Demonstrated ability to prioritize and manage time effectively.
