Petroleum Brownfields Unit Supervisor - Pollution Control Spec Prin - Job ID 59536

Job Summary
This position will be responsible for supervising the staff assigned to the Petroleum Brownfields Unit in the Brownfields Section of the Remediation Division, and will be responsible for overseeing all activities conducted by the staff as well as for managing all administrative and personnel issues associated with the unit's day-to-day functioning. Depending on unit assignment and priorities, the position's responsibilities may include:
  • Coordinating fiscal, budgetary operations, and personnel aspects of the Petroleum Brownfields unit
  • Coordinating with the Voluntary Investigation and Cleanup (VIC) Unit supervisor to ensure timely and efficient delivery of high quality site services to program applicants
  • Coordinating the operations of the Brownfields program with U.S.EPA
  • Coordinating unit operations with outside partner agencies such as the Minnesota Department of Health, Minnesota Department of Agriculture, and the Minnesota Department of Revenue, etc
  • Developing and overseeing periodic reporting and measurement of Petroleum Brownfields unit activities
  • Coordinating and developing reporting deliverables for legislative staff, legislators, or MPCA senior leadership purposes
  • Providing strategic leadership and oversight management to the Brownfields program.

Minimum Qualifications
1) One year of supervisory experience in environmental protection/pollution control,
OR
2) Two years of advanced professional experience in environmental protection/pollution control. Examples for internal candidates – ( Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).
OR
3) Three years of environmental experience performing work equivalent to an Environmental Specialist 3 level or senior level work providing regulatory oversight of the investigation, cleanup and redevelopment of contaminated sites.
OR
4) Equivalent combination of the above.

Preferred Qualifications
  • Knowledge of relevant federal and state regulatory frameworks and their applicability to brownfields projects.
  • Knowledge of the structure, policies and procedures of local, state, and federal government.
  • Knowledge and understanding of Minnesota Statutes 115B and 115C as they relate to brownfields sites.
  • Experience directing and overseeing projects seeking legal assurances and technical assistance from the MPCA’s Brownfields Program.
  • Accomplished leadership and management skills to effectively coach, train and lead peers in the use of problem solving and project management.
  • Communication/writing skills sufficient to clearly and tactfully communicate in a manner appropriated for the intended audience.
  • Experience coordinating with other work units or programs to identify, develop and execute joint projects and policies.
