Agency Rules Unit Supervisor ~ Pollution Control Spec Prin - Job ID 59537

Job Summary
This position is directly responsible for supervision of the Agency Rules Unit; overall unit leadership and staff development; and agency wide coordination and leadership. The Agency Rules Unit's work includes the following activities: agency-wide rulemaking activities for all media; 401 Water Quality Certification coordination and implementation; solid and hazardous waste financial assurance; and the Chloride Reduction Program.

Minimum Qualifications
1) One year of supervisory experience in environmental protection/pollution control, policy development, or administrative rulemaking
OR
2) Two years of advanced professional experience in environmental protection/pollution control, policy development, or administrative rulemaking. Examples for internal candidates– ( Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).
OR
3) Three years of experience performing senior level work in an environmental or related field; or senior level work directing, designing AND developing policy, training programs, continuous improvement projects, environmental standards, permit criteria, and/or enforcement documentation.
OR
4) Equivalent combination of the above.

Preferred Qualifications
  • Knowledge of relevant federal and state regulatory frameworks and their applicability to MPCA program implementation.
  • Knowledge of the structure, policies and procedures of local, state, and federal government.
  • Accomplished project management skills related to complex environmental issues, regulatory analysis, and/or policy interpretation.
  • Experience supporting staff through all aspects of project development while laterally and vertically integrating cross-programmatic interests to determine appropriate actions.
  • Accomplished leadership and management skills to effectively coach, train and lead staff through complex problem solving and project management decisions.
  • Demonstrated ability to work with a variety of stakeholders with varying interests to reach solutions that are clear and can be implemented by all responsible parties.
  • Communication skills sufficient to clearly and tactfully communicate using varying methods in a manner appropriated for the intended audience.

Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
