Air and Climate Policy Assistant Commissioner - Job ID 60709

Job Summary
As an Assistant Commissioner, you will support advancing MPCA's mission, vision, and objectives by leading Agency policy and legislative activities related to air and climate policies. As part of the Commissioner's leadership team, you will provide advice and counsel to the Commissioner and Deputy Commissioner regarding Agency strategic direction and goals; coordinate and manage policy and activities related to air and climate resources, related energy policy, and other strategic projects; serve as Agency spokesperson on air and climate policy responding to all parties, officials, and stakeholders; and carry out special projects, analyses, and assignments from the Commissioner and Deputy Commissioner.

Minimum Qualifications
  • Five (5) years of leadership experience providing strategic direction for the management of environmental resources which includes developing and implementing policy as well as providing counsel and recommendations to executive level managers.
  • Experience developing and maintaining cooperative working relationships with other state, tribal, federal, regional, and local units of government.
  • Knowledge of and experience with federal and state air law and regulations.
  • Experience with public engagement.
  • Ability to recognize and discreetly manage sensitive political issues and provide facts and viewpoints to the legislative or Governor's staff.
  • Effective communication and human relations skills to communicate the Commissioner's priorities, directives, policies, and interests to diverse stakeholders.

Preferred Qualifications
  • Managerial experience directly overseeing air and climate management.
  • Experience in air-related rulemaking efforts to ensure compliance with legal process, deadlines, and transparency
  • Experience with or knowledge of the legislative process and related activities.
  • Comprehensive working knowledge of federal and state environmental law.
  • Experience providing counsel or direction on environmental and operational matters regarding air and climate issues as well the impacts of air pollution and climate change on environmental justice communities.
  • Ability to balance financial issues, high-level political considerations, and strategic direction.
