Oil and Gas Regulatory Specialist

The Oil and Gas Section has an opening for an enthusiastic, intellectually curious, self-directed individual to conduct a variety of activities related to the implementation of the "Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities" regulation. The successful candidate's duties may include supporting the regulatory process as we propose amendments to the regulation; conducting investigations of emission control technologies and process modifications to reduce emissions through the development of control measures or regulations; developing guidance documents and equipment reporting programs; and working with local air districts and California Air Resources Board's (CARB's) Enforcement Division to help enforce the regulation. Duties may also include providing input to the Assembly Bill (AB 32) Climate Change Scoping Plan process and CARB's efforts to meet carbon neutrality by 2045 or earlier. Duties may include planning and organizing technical research studies to develop technical data to support emissions analyses on various projects, and developing databases, conducting data collection surveys, developing emission inventories, and comparing different inventory methodologies. The successful candidate's duties may also include investigating and evaluating the technical feasibility, cost-effectiveness, environmental impacts, and socio-economic impacts of control strategies for the oil and gas sector. Duties may require close interaction and teamwork with a broad range of internal and external scientists, engineers, economists, and policymakers, as well as industry, environmental organizations, and community groups. The successful candidate may act in a lead capacity or as part of a team. Some travel is required.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
