In this position you will be responsible for the overall administrative management activities of the office you are assigned which includes fiscal and budget, travel, payroll, procurement and supply, property, personnel, data processing, records and mail management; you are part of an overall administrative team for the state.

  • The duties may include, but are not limited to:
  • Reviews historical data and collects information using cost-benefit analysis techniques to determine new and recurring fiscal needs.
  • Tracks employee hours by accounting codes, prepares monthly budget estimates, salary and benefit reports, and spreadsheets.
  • Electronically creates procurement documents, prepares procurement requests for forms, publications, equipment, services and supplies.
  • Prepares forms and documents, maintains logs, manages office calendars, receives visitors, directs calls, and maintains an inventory of property.
  • Makes purchases per policy guidelines, manages purchase card personal accounts and reconciles transactions.
  • Utilizes an automated timekeeping system to review individual timesheets for adherence to accurate/complete recording of time in pay status, and that proper leave documents are submitted.
  • Provides advice and technical guidance to the supervisor and employees on recruitment procedures, personnel actions, WGIs, performance appraisals, learning contracts, etc.
  • Administers new employee orientation and provides assistance with forms, identifies training, and provides advice on various Agency regulations, guidance, and work and/or administrative processes.
  • Utilizes knowledge of travel regulations, policies and procedures in order to disseminate information and provide training to travelers.

  • There may be some walking, standing, bending, stooping, carrying of lights items such as papers, books, or small parts; some supplies, such boxes of copier paper, may weigh up to 40 pounds.
  • There may be some driving of a Government-Owned Vehicle (GOV).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-06 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Performing administrative processes for an office (e.g., purchasing, supply management, personnel administration, data processing, files management, etc.).
  • Performing a segment of the evaluative work of an administrative function; identifies issues or problems and seeks alternative solutions consistent with applicable regulations.
  • Making travel reservations and arrangements, preparing travel authorizations and travel vouchers using online travel systems, reviewing and resolving errors in travel vouchers.
  • Maintaining records of attendance, leave and overtime authorized by supervisors, and advising and assisting employees, supervisors and managers in the completion of Time and Attendance.

Note: There is no education substitution for specialized experience at this grade level.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • This position is represented by a collective bargaining unit (union), specifically the National Association of Plant Protection and Quarantine Office Support Employees (NAPPQOSE) / 1844.

  • Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. Additional information regarding ad hoc, occasional, or reoccurring telework may be obtained at a later time from the hiring manager or program during the hiring process.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.
